
Efiko Software has released an iPhone ringtone generator. Effectively it takes an .mp3 file (not .aac as of yet) and chops it into a usable ringtone for the iPhone. Rather than having to pay for each ringtone you can simply use this to generate your own for a one-time fee of $9.95 (US).
Right now the only downside is that the software works on PCs and not Macs but that is apparently being remedied currently. iPhone Ringtone Maker

Why bother - you can use iTunes to make a ring tone from any song in your library
easy-peasy - I’ve made loads and they work first time as long as the song is only 40 seconds long
use Get Info/options to set the start/end to be a 40 second extract and then Convert to AAC - so that you get a new song, then open in Windows Explorer; change its file extension from .m4a to be .m4r and then double click it and presto iTunes plays it as a ring tone

tried that, but I only have the convert to MP3 option, even when I select a MP3.
